Tempos extraordinários produzem escolhas extraordinárias. No rescaldo da pandemia COVID-19, a União Europeia (UE) demonstrou a capacidade de agir de forma rápida, decisiva e abrangente. Mas sejamos francos: o caminho para a recuperação será longo. E as escolhas que faremos nos próximos meses terão um impacto profundo no futuro da Europa.

Neste momento decisivo da história da UE, a Alemanha, Portugal e a Eslovénia preparam-se para assumir, no dia 1 de julho, o Trio de presidências do Conselho da UE. Nos próximos 18 meses, as três presidências serão responsáveis por garantir não apenas uma recuperação rápida, resiliente e coesa da crise, mas também por estabelecer as bases de uma Europa com impacto neutro no clima, digital, global e socialmente inclusiva.

Estamos preparados para esta difícil tarefa. Num verdadeiro espírito europeu de diálogo e solidariedade, reunimo-nos ao longo de vários meses, em formato presencial e digital, para debater, elaborar e definir uma visão comum para a Europa. Desde o início, guiámo-nos pela Agenda Estratégica 2019-2024 e foi essa a base comum sobre a qual trabalhámos.

Obviamente, ninguém poderia ter previsto a escala do desafio colocado pela COVID-19, que nos obrigou a reformular o nosso programa. Comprometemo-nos assim a implementar as medidas de saúde necessárias para superar a COVID-19 e a dar seguimento às propostas da Comissão relativas ao desenvolvimento de um sistema de gestão de crises europeu mais ambicioso, abrangente e coordenado, por forma a melhorar a nossa resposta a situações de emergência, tais como pandemias ou ciberataques em grande escala. Comprometemo-nos também a promover uma recuperação robusta da economia europeia, restabelecendo integralmente e aprofundando o mercado único, e trabalhando sem poupar esforços para alcançar um acordo sobre o Quadro Financeiro Plurianual 2021-2027 e o Plano de recuperação, de modo a garantir o início atempado dos novos programas e instrumentos.

O Trio investirá na construção de uma UE mais resiliente, eficiente e eficaz, que ofereça respostas concretas aos cidadãos, assente nos valores fundamentais e no respeito pelos princípios da subsidiariedade e proporcionalidade. Para enfrentar as dimensões sociais e humanas da crise, o Trio compromete-se a implementar plenamente o Pilar Europeu dos Direitos Sociais. Neste contexto, a Conferência sobre o Futuro da Europa deve contribuir para o desenvolvimento das políticas europeias com resultados tangíveis para os cidadãos. Finalmente, procuraremos uma parceria com o Reino Unido global, justa e equitativa para todos os Estados-Membros. Tais compromissos assentam nas quatro principais ambições acordadas entre nós antes da crise e que continuam a ser relevantes.

Primeiro, comprometemo-nos a proteger os nossos cidadãos e as liberdades reafirmando, por exemplo, o nosso empenho na plena aplicação dos valores da União, nomeadamente o Estado de Direito em toda a UE. O Trio está empenhado na integração da igualdade, na promoção da diversidade cultural, na concretização do Novo Pacto para a Migração, na salvaguarda da segurança dos cidadãos online, e na luta contra o terrorismo e a criminalidade transfronteiras.

Segundo, desenvolveremos a nossa base económica com vista a criar o modelo europeu para o futuro, restaurando e aprofundando o mercado único, nomeadamente através de condições de concorrência equitativas, e investindo em investigação, inovação e competências. Desenvolveremos também uma estratégia industrial ambiciosa para a UE que promoverá cadeias de valor europeias, fortalecerá a competitividade de nossas PMEs e indústrias, promoverá uma política de coesão eficaz e flexível e estimulará a transformação digital na Europa.

Terceiro, assumiremos a nossa quota-parte na construção de uma Europa com impacto neutro no clima, verde, justa e social, nomeadamente através da adoção da lei europeia do clima e da implementação do Pacto Ecológico Europeu. Redobraremos os esforços no combate à pobreza e na melhoria do acesso à proteção social para todos os trabalhadores. Empenhar-nos-emos também em alcançar uma implementação coerente em toda a UE dos Princípios Orientadores das Nações Unidas sobre Empresas e Direitos Humanos.

Quarto, as três Presidências promoverão os valores da Europa no mundo, incluindo a promoção de uma ordem internacional assente em regras e a celebração de acordos bilaterais de livre comércio e proteção do investimento ambiciosos. Continuaremos a apoiar os países dos Balcãs Ocidentais no seu rumo europeu. O Trio compromete-se também a fortalecer a nossa parceria política com, entre outros, África, Ásia e a América Latina, bem como a nossa parceria transatlântica, com o objetivo geral de reforçar o papel da UE como um parceiro mundial responsável, capaz e fiável em matéria de paz e segurança.

Todos estes compromissos, e muitos outros, fazem parte do nosso programa. Cabe-nos agora a todos, membros do Conselho, da Comissão, do Parlamento e cidadãos europeus, demonstrar a coragem para implementar este programa em conjunto. Hoje mais do que nunca precisamos da Europa e de União. Só JUNTOS podemos construir um futuro europeu melhor.

Extraordinary times beget extraordinary choices. In the wake of the COVID-19 pandemic, the European Union (EU) has already demonstrated the ability to take urgent, decisive and comprehensive action. But make no mistake: the road to recovery will be long. And so, the choices we will make in the coming months will have a major impact on Europe’s future.

At this decisive moment in the EU’s history, Germany, Portugal and Slovenia will take over from the 1st of July as the next trio of presidencies of the Council of the EU. For the next 18 months, the three presidencies will be responsible for not only ensuring a swift, resilient and cohesive recovery from the crisis but also laying the foundations for a climate neutral, digital, global and socially inclusive Europe.

We couldn’t be better prepared for this difficult mission. In a true European spirit of dialogue and solidarity, we have met each other over several months both in person and through digital means to debate, draw up and refine a common vision for Europe. From the outset, we decided to guide our work by the EU Strategic Agenda, and that was the common ground to which we added our priorities and points of view.

Of course, no one could have anticipated the sheer scale of the challenge presented by COVID-19. Yet, we were able to move quickly to recast our programme at the light of this exceptional crisis. This involves a commitment to implementing the relevant healthcare measures to overcome COVID-19 and following-up on the Commission’s proposals for a more ambitious, wide-ranging and coordinated crisis management system within the EU, to better face emergencies such as pandemics or large-scale cyber-attacks. It also involves prioritising a robust recovery of the European economy, restoring and further deepening the Single Market, and working tirelessly to reach an agreement on the Multiannual Financial Framework 2021-2027 and on the Recovery Package, to ensure the timely start of the new programmes and instruments.

The Trio will also invest in building a more resilient, efficient and effective EU that delivers concrete results for our citizens, based on our core values, and respect for subsidiarity and proportionality. To tackle the social and human dimensions of the crisis, the Trio is committed to implementing the European Pillar of Social Rights. The Conference on the Future of Europe should also contribute to the development of our policies with tangible results for citizens. And we will strive for a comprehensive partnership with the United Kingdom that is fair and equitable for all Member States.

These commitments build on the four headline ambitions that we agreed prior to the crisis. First, we will protect our citizens and freedoms by reaffirming our support to the full application of the Values of the Union, including the Rule of Law throughout the EU. The Trio is also committed to mainstreaming equality, promoting cultural diversity, ensuring the safety of citizens online and enhancing the fight against terrorism and cross-border crime. The EU needs a comprehensive, permanent and predictable solution for migration: the Trio will follow-up on the New Pact on migration as a matter of priority. It will also focus on implementation of the measures related to Schengen and protection of the EU’s external borders with the objective of restoring the full functioning of the Schengen area.

Second, we will develop our economic base with a view to creating a Europe model for the future including a commitment to fully restoring and deepening the Single Market in its four freedoms, including through the promotion of a level playing field, investing in R&I and skills, developing an ambitious EU industrial policy strategy that promotes European value chains, strengthening the competitiveness of our SMEs and industries, striving for an effective and flexible Cohesion Policy and pushing forward the digital transformation in Europe.

Third, we will do our share to build a climate-neutral, green, fair and social Europe, including through the adoption of the European Climate Law, leading on the implementation of the Green Deal, strengthening the efforts to fight poverty and improving access to social protection for all workers, and achieving an EU-wide coherent implementation of the UN Guiding Principles on Business and Human Rights.

Fourth, the three Presidencies will promote Europe’s values in the world, including the promotion of a rules-based, multilateral international order, pursuing ambitious bilateral free trade and investment protection agreements. We will continue to support the countries of Western Balkans on their European pathway. The Trio is also committed to strengthening the EU's political partnership with, among others, Africa, Asia, Latin America, as well as our transatlantic partnership, with the overall goal of making the EU a responsible, capable and reliable global partner for peace and security.

All this, and much more, is contained within our Trio programme. It is now up to all of us, members of the Council, the Commission, the Parliament and, indeed, all Europeans to show the courage to implement this programme together. For unity is our need today. And the only way to a better European future is by acting, and acting TOGETHER.
